Doctor Therne is most accurately an adventure novel that acts as a piece of pro-vaccination propaganda. Up through the late 1800s, many English viewed vaccination (especially from smallpox) as an unsafe practice. Some people today have an aversion to antibiotics or vaccinations for similar reasons. Haggard's novel works to promote the practice.
